On Thursday, february 10, 2011, A forgotten promise stops at the publishing house and library Traficantes de Sueños in c/Embajadores, 35 in Madrid, Spain. Some information in advance: during the Kosovo War in 1999 the Kosovo Liberation Army expelled tenthousands of Roma from their Kosovo homeland, forcing them to take refuge in Serbia or, in the case of Mitrovica, in the northern part oft he city, mainly populated with serbs. After the war, they called not return to their destroyed neighbourhood in southern Mitrovica, the Roma Mahalla, an das IDPs (Internally Displaced Persons) they were settled by the UNMIK administration on the slack sleaps of the Trepca lead mines, a highly polluted area, some called it the major environmental disaster in Europe. But the already discriminated Roma suffered from more than just the dramatic effects of social exclusion, for more than a decade they are forced to live, to birth and to bring up their children and, of course, to die, in lead-poisened air and on lead-poisened soil, drinking poisoned water. Yet, in 2011, there is no hope and still there is no one who feels responsible, nor the local administration, neither the United Nations itself. A forgotten promise is just a glimpse into the suffering and the difficulties of daily life of more than 600 people living in the camps of Osterode and Cesmin Lug in Mitrovica, Northern Kosovo.

No one of the lecturers wanted to respond anything about the status of these so called Internally displaced persons living in these lead-polluted camps. "Studie zur Bleiverseuchung in Mitrovica/Kosovo

Im März 2010 wurde eine geochemische Studie des “Institute of Geography and Earth Sciences” der University of Wales zur Bleibelastung des Bodens in den Lagern Cesmin Lug und Osterode sowie in der Roma Mahalla vorgestellt. Daraus geht hervor, dass auch das Gebiet der Roma-Mahalla stark mit Blei belastet ist (wenn auch deutlich weniger als in den Camps Cesmin Lug und Osterode).

Interessant sind vor allem die Schlussfolgerungen der Autoren bezüglich der Roma Mahalla. Die Umsiedlung der Roma aus den bleiverseuchten Camps wird als sinnvolle Maßnahme angesehen, allerdings nur unter der Voraussetzung, dass dort weder Gemüse angebaut wird noch Tiere gehalten werden. Empfohlen wird, alle nicht mit Häusern, Straßen oder Gehwegen bebauten Flächen in der Mahalla (also vor allem die Gärten) mit Plastersteinen oder Betonplatten zu bedecken. Alternative wäre eine umfangreiche Sanierung des gesamten Gebietes.
Die Studie wird auch im aktuellen Lagebericht des Auswärtigen Amtes zitiert. Dort wird allerdings nur festgestellt, das die Roma-Mahalla “erheblich niedrigere Kontaminierungswerte” aufweist, als die Camps in Nord-Mitrovica. Weiter wird ausgeführt, das auch die Kontaminierungswerte in den Camps “innerhalb der Toleranzgrenzen liegen, die in westeuropäischen Staaten für industriell genutzte Gebiete gelten”.

Konkret wird festgestellt das 69-70% der Bodenproben aus der Roma Mahalla eine Bleibelastung aufweisen, die über den britischen Grenzwerten für Wohngebiete und Kleingärten liegen (Grenzwert: 450 mg/kg; Roma Mahalla: durchschnittlich 513 – 568 mg/kg). Die maximale in einzelnen Proben gemessene Bleibelastung lag bei 2500 mg/kg und damit auch deutlich über dem Grenzwert für Industriegebiete (750 mg/kg).

Auch wurde festgestellt, dass ca. 70% der Proben den Grenzwert der Belastung mit Cadmium überschritten. Die durchschnittliche Bleibelastung des Bodens (0-10cm Tiefe) in Cesmin Lug liegt bei 2349 mg/kg, in Osterode bei 2412 mg/kg. Die deutschen Grenzwerte liegen bei 400 mg/kg für Wohngebiete und bei 200 mg/kg für Kinderspielflächen."

The last two decades have been the age of humanitarian intervention, of regime change and hugely ambitious state building efforts. From Bosnia to Kosovo, from Afghanistan to Iraq, nation states and international organisations have intervened by military force to change institutions, topple regimes and reshape societies.

What have we learned? What worked? Is this the dawn of a new era, in which a "responsibility to protect" overrides traditional state sovereignty? Or is the age of liberal imperialism, which begun in the mountains of the Balkans in the 1990s, coming to an end in Afghanistan, the graveyard of Empires? What does this generational experience mean for the EU?

Is there an emerging future vision for a proactive European common foreign and security policy? Is there going to be a European approach to interventions, as new institutions are being established following the entering into force of the Lisbon Treaty?

Roma und Angehörige anderer Minderheiten, die aus Westeuropa in den Kosovo abgeschoben werden, werden nach ihrer Rückkehr in einer Weise diskriminiert, benachteiligt und entrechtet, die ihre Menschenrechte verletzt, so Human Rights Watch in einem heute veröffentlichten Bericht.

Der 77-seitige Bericht „Rights Displaced: Forced Returns of Roma, Ashkali and Egyptians from Western Europe to Kosovo" beschreibt die schwierige Menschenrechtslage der Kosovo-Flüchtlinge, die nach Westeuropa geflohen waren und anschließend in den Kosovo zurückgeschickt wurden. Die Rückkehrer haben oft Schwierigkeiten, an Ausweisdokumente zu gelangen oder ihr altes Eigentum zurückzuerhalten. Auch beim Zugang zu Wohnraum, Gesundheitsversorgung und Sozialleistungen stoßen sie auf Hindernisse. Viele der abgeschobenen Flüchtlinge werden schließlich auf Dauer von ihren Familien getrennt. Besonders hart treffen die Abschiebungen Kinder. Aufgrund mangelnder Sprachkenntnisse, unterschiedlicher Lehrpläne und materieller Not können sie den Schulbesuch nach ihrer Rückkehr oft nicht fortsetzen.

PLOWDIW taz | Der Gang durch das Roma-Viertel Scheker Machala, zehn Autominuten vom Zentrum der zweitgrößten bulgarischen Stadt Plowdiw entfernt, wird zum Spießrutenlauf. An der Straße steht ein junger Mann in ausgebeulten Trainingshosen und hält zwei Schachteln Zigaretten hoch. Zögerlich geht er auf die Ankömmlinge zu, mustert sie kurz und sucht schnell das Weite. Auch drei junge Frauen, die neben einer Tüte mit Fleischstücken auf der Straße kauern, haben keinen Gesprächsbedarf. "Was suchen Sie hier", zischt eine.

Dicht an dicht drängen sich in dem Viertel, wo rund 10.000 Roma leben, windschiefe Hütten, Bretterverschläge und einstöckige Häuser aus Stein. Die engen Gassen, die eher Trampelpfaden gleichen, sind heute nur über Holzbretter begehbar, da heftige Regenfälle den Sandboden aufgeweicht haben. In vielen Unterkünften, die teilweise offen sind, stehen Pferde, mit dem Halfter an Holzbalken festgebunden. Auch Hühner laufen zwischen den Hütten herum. Stromversorgung gibt es hier ebenso wenig wie eine Kanalisation.

Vor einer Hütte verarbeitet eine alte Frau mit Kopftuch und langem Rock Maiskolben. Auf einem Gaskocher brutzelt ein undefinierbarer dunkler Brei in einer Emailleschüssel. Auch sie schüttelt, als sie angesprochen wird, unwillig den Kopf. Ein Mann von gegenüber, der die Szene verfolgt hat, blickt sich kurz um und bittet die unangemeldeten Gäste in den kleinen Hof vor seinem Haus. Sari Arifow ist mittelgroß, schlank, grauhaarig. Seit 1958 lebt der 64-Jährige in Scheker Machala. Er spricht betont leise, obwohl ihn hinter der geschlossenen Hoftür ohnehin niemand hören kann. Das Leben sei sehr schwer. Er finde nur hin und wieder für eine paar Tage Arbeit, Hilfe vom Staat gebe es auch keine. "Wir haben 160 Lewa (80 Euro) zum Leben, das reicht nicht einmal fürs Essen", erzählt er.

Roma im EuroparatMinister der Mitgliedstaaten des Europarats, Vertreter der Europäischen Kommission sowie der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) treffen sich am heutigen Mittwoch in Straßburg, um über die Lage der rund 11 Millionen Roma in Europa zu diskutieren. Generalsekretär Thorbjørn Jagland wird neue Initiativen in den Bereichen Bildung, Unterkunft, Gerechtigkeit, Gesundheit, Gleichstellung von Frauen und Männern und Teilnahme am staatsbürgerlichen Leben vorstellen. Erst in der vorvergangenen Woche hatte der Europarat gefordert, kollektive Abschiebungen von Roma in das Kosovo zu stoppen. Scharf verurteilt wurden in einer entsprechenden Entschließung der Parlamentarischen Versammlung auch "Hassreden" über Roma. (bo)
Dann senkt er noch einmal die Stimme. Die Behörden interessiere es nicht, was hier im Viertel passiere. Verwahrloste kleine Kinder spielten im Abfall. "Sehen Sie doch nur, in welchem Elend wir hier existieren", sagt er und fügt noch hinzu: "Was der französische Präsident Nicolas Sarkozy getan hat, war richtig. Die Roma, die dort hingegangen sind, wollten doch nur die Menschen bestehlen. Das ist eine Sünde vor Gott. Ich aber, ich bin ein ehrlicher Mensch."

Die Abschiebung von tausenden rumänischen und bulgarischen Roma aus Frankreich in ihre Heimatländer hat auch in Bulgarien die Diskussion über den Umgang und die Probleme mit dieser - nach den Türken zweitgrößten - Minderheit wieder angefacht. Schätzungen zufolge leben zwischen 700.000 und 800.000 Roma in Bulgarien - ein Zehntel der Gesamtbevölkerung. Genaue Zahlen gibt es nicht, weil sich viele Roma bei entsprechenden Erhebungen als Angehörige einer anderen Ethnie ausgeben. Zwei Drittel der Roma, die jeweils zur Hälfte Christen und Muslime sind, wohnen in abgesonderten Vierteln - ein Erbe der kommunistischen Zeit, in der die Machthaber versuchten, die Roma sesshaft zu machen.

Die meisten sprechen einen Dialekt der Roma-Sprache Romanes, der dem Türkischen ähnelt, und beherrschen das Bulgarische nur unzureichend. Die Folge: eine fehlende oder nur mangelhafte Schul- und Ausbildung, die unweigerlich in die Arbeitslosigkeit führt. Diese beträgt 70 Prozent, an manchen Orten auch deutlich mehr. Auch hier gibt es keine gesicherten Daten. Denn die Roma, die eine Arbeit haben, verdingen sich meist als Tagelöhner oder halten sich mit Gelegenheitsjobs über Wasser: in der Landwirtschaft, auf dem Bau oder als Sammler von Altpapier, Metall und Glas, sie sind nirgendwo registriert.

Die große Mehrheit ist weder kranken- noch rentenversichert. Besonders für eine Altersvorsorge fehlen die Mittel und die Motivation: Mit einer Lebenserwartung von 60 Jahren, die 13 Jahre unter dem Landesdurchschnitt liegt, erreichen die meisten den Ruhestand ohnehin nicht.

"In welche dunklen Kanäle ist das Geld für die Roma geflossen?", fragte unlängst die bulgarische Wochenzeitung Kapital. In den vergangenen zehn Jahren hätten für die Integration der Roma gerade einmal 3,30 Lewa (1,60 Euro) pro Monat und pro Person zur Verfügung gestanden, rechnete das Blatt vor. Und das, obwohl Bulgarien an zwei speziellen Rahmenprogrammen teilnähme und Summen in Millionenhöhe, auch aus Brüssel, in entsprechende Projekte investiert worden seien.

Der rechtsliberalen Regierung in Bulgarien fehlten der politische Wille und eine schlüssige Strategie, schrieb Kapital und verwies auf ein Ereignis, durch das die Kleinstadt Jambol vor wenigen Wochen traurige Berühmtheit erlangte: Dort ließ die Polizei einen von dutzenden Roma-Familien bewohnten, völlig verwahrlosten Plattenbau räumen. "Das ungelöste Problem mit den Roma ist die größte Bombe, die derzeit in Bulgarien tickt", heißt es abschließend in dem Beitrag. "Und sie wird auch nicht dadurch unschädlich gemacht, dass man zur Freizügigkeit für Roma aufruft."

Um eine Entschärfung dieser Bombe bemüht sich Asen Karagyozov bereits seit 13 Jahren. Er leitet den Jugendclub einer Roma-Vereinigung in Stolipinowo - mit 50.000 Einwohnern der größte Roma-Bezirk in Plowdiw. Anders als in Scheker Machala dominieren hier achtgeschossige graue Wohnblocks, die länger keinen Anstrich mehr gesehen haben. Die Wasserversorgung reicht jeweils nur bis in die dritte Etage. Die löcherigen Straßen säumen Händler, die Obst, Gemüse, Spielzeug und Billigtextilien anbieten. Pferdewagen, mit Säcken, Metall und Glas beladen, sind hier immer noch ein gängiges Fortbewegungsmittel.

Asen Karagyozovs Arbeitsplatz befindet sich in einem weiß getünchten Gebäude, der "Stiftung für die regionale Entwicklung der Roma - Plowdiw". Der 33-Jährige, der Jeans, ein pinkfarbenes, makellos gebügeltes Hemd und eine Goldkette trägt, führt den Unterrichtsraum vor, der an dem Tag verwaist ist. Junge Roma werden hier von Pädagogen unterstützt und gefördert - vor allem diejenigen, die in Klassen mit mehrheitlich bulgarischen Schülern lernen.

Sechs Grundschulen im Zentrum von Plowdiw beteiligen sich an diesem "Desegrationsprojekt", das seit 2004 läuft und derzeit 260 Roma erreicht. "Die Bulgaren haben von Anfang an positiv auf diese Initiative reagiert. Denn sie haben verstanden, dass Roma, die keine Ausbildung haben, ein Problem für die gesamte Gesellschaft sind." Zurückhaltend bis ablehnend seien anfangs die Roma-Familien gewesen, doch das habe sich geändert. "Mittlerweile können wir gar nicht mehr alle Kinder in unserem Projekt unterbringen", sagt Asen.

Auch Asens Vater, Anton, musste lange dafür kämpfen, dass sein Sohn eine bulgarische Schule besuchen durfte. Die Mühe hat sich gelohnt. Asen bereitet gerade seinen Bachelor in Wirtschaftsrecht vor und ist damit einer von fünf Roma in Stolipinowo, die eine Hochschulausbildung haben. Doch solche wie er werden in der Öffentlichkeit kaum wahrgenommen.

Für die Mehrheit der Bulgaren sind die Roma einfach nur Kriminelle und Schmarotzer, die auf Kosten der Mehrheit leben und sich überhaupt nicht integrieren wollen. "Es wird immer nur ein negatives Bild von den Roma gezeichnet. Aber warum zeigt niemand, dass sie auch etwas leisten können? Dass auch Roma-Organisationen etwas Gutes bewirken?", schimpft Asen. Stattdessen regten sich die Leute darüber auf, dass diese Organisationen zu viel Geld bekämen. "Und wenn dann Mittel verschwinden, sind wir schuld daran."

Die sich hartnäckig haltenden Vorurteile gegenüber den Roma bereiten auch dem Vorsitzenden des bulgarischen Helsinki-Komitees, Krassimir Kynev, Kopfzerbrechen. Besonders nach der französischen Abschiebeaktion habe sich das politisch-soziale Klima weiter verschlechtert. Das beweise auch die steigende Zahl von xenophoben Beiträgen in den Medien. "Bislang war Frankreich für uns so eine Art Vorbild. Jetzt hat Sarkozy ein Beispiel für Rassismus gegeben. Und die Botschaft, die in Bulgarien ankommt, lautet: ,Eine repressive Politik gegen Roma ist möglich. Das heißt, wir hier können genauso vorgehen.' Mittelfristig sinken dadurch die Chancen für eine erfolgreiche Integration."

Im Plowdiwer Stadtteil Hadsen Asan Machala, einem weiteren Roma-Viertel, sind die Straßen fast menschenleer. Vor einem zweistöckigen Haus sitzt ein alter Mann auf einem Plastikstuhl und ist in die Lektüre einer Zeitung vertieft. Stoitschko Mustanow betreibt auf drei Quadratmetern einen kleinen Laden, in dem er Waren des täglichen Bedarfs anbietet: Schwämme, Besen, Toilettenpapier, Zucker, Schokoriegel, Sonnenblumenkerne. Doch Kunden kommen nur wenige. "Die Menschen haben keine Arbeit und kein Geld", sagt er.

Mühsam erhebt sich der 57-Jährige und schlurft in den Verkaufsraum, um der Besucherin einen Kaffee zu holen. 160 Lewa Invalidenrente (80 Euro) bekommt er. Das reicht nicht einmal für die Medikamente, die er braucht. "Früher", sagt er, "da war es besser. Jetzt sind wir zwar in Europa, aber kaufen können wir uns nichts." Er hält einen Augenblick inne. "Mir ist egal, was oder wer jemand ist. Zuallererst ist er doch ein Mensch." Dann fällt sein Blick auf einen Hund, der auf dem Bürgersteig in der Sonne liegt. " Ja, ja, so ist unser Leben", sagt er. "Ein richtiges Hundeleben."

Rom heißt "Mensch". Doch wen interessiert das und wer beachtet das? Journalisten schreiben über die real gar nicht existierende und auf jeden Fall nicht von den Roma zu verantwortende "Roma-Frage". Mit ihrer Lösung beschäftigen sich Sozialarbeiter und Kriminalisten, die dafür von Politikern alimentiert werden, welche in den Roma bloße Objekte ihrer Politik sehen, aber so gut wie nichts über sie wissen. Oder sie wie Frankreichs Präsident Nicolas Sarkozy für den Wählerfang am rechten Rand instrumentalisieren.

Dieses Nichtwissen haben die Politiker mit Geschichts- und sonstigen Professoren gemein, die erfolgreich verhindern, dass ihre Lehrer- und sonstigen Studenten etwas über die Roma in Erfahrung bringen, was sie ihren künftigen Schülern vermitteln könnten.

Wissen wäre aber nötig, um die Vorurteile bekämpfen und überwinden zu können. Und von denen sind gerade die Roma betroffen. Nach Umfragen, die allerdings einige Jahre zurückliegen und nicht erneuert wurden, hassen über 60 Prozent der gegenwärtigen Deutschen die Roma, welche sie häufig und ebenso fälschlich wie vorurteilshaft als "Zigeuner" bezeichnen.
In unseren östlichen und jetzt auch einigen westlichen Nachbarländern ist der Antiziganismus noch weiter verbreitet. Hier werden die Roma nicht mehr "nur" gehasst und diskriminiert, hier werden sie verfolgt, nachdem sie ihrer Bürger- und Menschenrechte beraubt worden sind. Doch das interessiert hierzulande kaum jemanden.
Dies ist zugegebenermaßen "viel Thesen-Holz", das der Begründung bedarf. Fangen wir mit der Journalistenschelte an. Ständig wird über die "Roma-Frage" berichtet, ohne zu erwähnen, dass für sie nicht die Roma, sondern die Nichtroma verantwortlich sind. Nicht die Roma sind das Problem. Das Problem ist die Roma-Feindschaft. Dafür hat sich der Begriff des Antiziganismus eingebürgert. Genau wie man Antisemitismus nicht den Juden anlasten darf, kann man die Roma nicht für den Antiziganismus verantwortlich machen. Antiziganismus, Antisemitismus und andere Varianten des Rassismus sind das Problem der jeweiligen Mehrheitsgesellschaft.

In der Berichterstattung über die Roma wurde in den letzten Wochen und Monaten ständig von der "Roma-Migration" geredet. Die aber gibt es gar nicht. Es gibt Roma-Migranten, aber keine Massenwanderung von Roma. Für die Auswanderung oder besser Flucht einiger Roma aus ihren Heimatländern wurden zudem fast ausschließlich soziale Probleme verantwortlich gemacht. Aber auch diese Feststellung ist in der Pauschalisierung nicht richtig.

Schließlich sind nicht alle Roma in allen Ländern arm, wie umgekehrt nicht alle Armen in allen Ländern Roma sind. Armut ist ein soziales Problem, das nicht ethnisiert werden darf. Bei der Kriminalität ist es ebenso. Sicher gibt es neben deutschen oder italienischen auch kriminelle Roma. Es gibt jedoch keine Roma- oder "Zigeuner- Kriminalität". Die Ethnisierung von Armut und Kriminalität zeugt von einer antiziganistischen Denkweise. Dass diese so weit verbreitet ist, liegt nicht nur, aber vornehmlich daran, dass die Mehrheitsgesellschaft so wenig über die Roma weiß.

Schuld daran ist nicht nur, aber vor allem mein Berufsstand - die Professoren. Denn die haben sich kaum mit der Geschichte und Gegenwart der Roma und noch wichtiger und beklagenswerter so gut wie gar nicht mit der Geschichte und Gegenwart des Antiziganismus beschäftigt. An keiner deutschen und meines Wissens auch keiner europäischen Universität gibt es ein Institut für Antiziganismusforschung, und auf der Welt werden so gut wie nirgends Roma-Studien betrieben. Wie kann man in Schule und in der politischen Bildung über Roma unterrichten - die mit insgesamt 12 Millionen Angehörigen die größte Minderheit Europas stellen - und Antiziganismus bekämpfen, wenn man über beides kaum etwas weiß?
Nun weiß ich aus eigener leidvoller und seit dreißig Jahren betriebener Praxis, dass Wissen allein nicht hilft und Aufklärung auf unüberwindbar scheinende Grenzen stößt. Doch man sollte es zumindest versuchen. Hier sind zudem nicht nur Professoren, Lehrer und politische Bildungsarbeiter gefragt, hier muss der politisch mündige

Wo ist er geblieben? Wir protestieren gegen alles Mögliche. Gegen den Abriss eines Bahnhofs und das Fällen von Bäumen. Doch wer protestiert gegen die Diskriminierung der hiesigen und die Verfolgung der ausländischen Roma? Gegen die Abschiebung beziehungsweise Deportation der Roma aus Frankreich in diesem Jahr. Gegen die antiziganistischen Pogrome in Italien des letzten Jahres. Gegen die bevorstehende Abschiebung von tausenden Roma, die während des Kosovo-Krieges 1999 nach Deutschland flohen und nun wieder in den Kosovo rückgeführt werden? Mithin in ein wirtschaftlich komplett marodes Land, in dem der Antiziganismus sehr stark verbreitet ist. Wer schließlich tritt ein gegen die seit Jahren und Jahrzehnten zu beobachtende rassistisch motivierte Unterdrückung und Verfolgung der rumänischen, slowakischen, ungarischen und bulgarischen Roma durch Parteien und Staaten, die eindeutig faschistisch sind, aber meist als nur rechtspopulistisch bezeichnet werden?
Einige Roma- und Menschenrechtsorganisationen warnen bereits vor der Gefahr eines Völkermordes. Doch bei uns nimmt das kaum jemand wahr. Wir wollen wieder einmal von allem "nichts gewusst" haben.

Rom heißt Mensch. Doch für viele Deutsche und andere Europäer sind die Roma immer noch "nur Zigeuner".

Frankreichs Präsident Sarkozy behauptet, auch Deutschland wolle Roma-Lager räumen - was Kanzlerin Merkel dementiert. Denn Menschen, die wild campieren, sind hierzulande die absolute Ausnahme. Allerdings haben Roma mit Diskriminierung zu kämpfen, selbst Kindern droht Abschiebung.
Hamburg/Berlin - Die Äußerung von Frankreichs Präsident Nicolas Sarkozy sorgte für helle Empörung: "Frau Merkel hat mir gesagt, dass sie beabsichtigt, in den kommenden Wochen Roma-Lager räumen zu lassen." Merkel dementierte prompt. Sie habe mit Sarkozy weder über vermeintliche Roma-Lager in Deutschland noch über deren Auflösung gesprochen.
Tatsächlich gibt es hierzulande auch gar keine größeren Roma-Lagerplätze wie in Frankreich, wo Landfahrer in großer Zahl campieren oder sich sogar kleine Hütten zusammenzimmern. "Mir sind in Deutschland keine solche Lager bekannt, wie es sie in Frankreich oder Italien gibt", sagt Herbert Heuß, Wissenschaftler vom Zentralrat der Sinti und Roma in Deutschland zu SPIEGEL ONLINE.
Die Roma, die etwa aus Rumänien auf der Suche nach Arbeit nach Deutschland kommen, seien auch keine Nomaden, die in Wohnwagen leben. "Sie kommen aus rumänischen Dörfern und leben auch dort in Häusern." Auch in Deutschland würden sie dann in festen Behausungen unterkommen. Dass Roma in Parks kampierten - wie im vergangenen Jahr in Berlin -, sei eine absolute Ausnahme, so Heuss.
Wie viele Roma nur für kurze Zeit aus Osteuropa gekommen sind und sich derzeit in Deutschland aufhalten, darüber gibt es ohnehin keine Zahlen. Die meisten hier lebenden Roma kommen aus dem ehemaligen Jugoslawien.
Wahr ist, dass die Roma auch in Deutschland mit großen Problemen zu kämpfen haben.

Serben und Albaner bewarfen sich mit Steinen, nachdem Serbien im Halbfinale der Basketball-Weltmeisterschaft gegen den Gastgeber Türkei verloren hatte, wie ein Sprecher der kosovarischen Polizei in der Nacht auf Sonntag sagte.

Junge Albaner zogen demnach im albanischen Teil der Stadt durch die Straßen, um den Sieg der Türkei zu feiern. Einige sollen versucht haben, über eine Brücke über den Fluss Ibar in den serbischen Teil der Stadt zu gelangen. Als Serben das verhinderten, flogen die ersten Steine. Hunderte Menschen hätten sich daraufhin an beiden Uferseiten des Flusses versammelt.

Das Kinderhilfswerk Unicef warnt vor der Abschiebung von insgesamt 5.000 Kindern und Jugendlichen aus Roma-Familien ins Kosovo, wie sie Bund und Länder in den kommenden Jahren planen. Die Kinder hätten im Kosovo kaum eine Perspektive auf Schulbildung, medizinische Versorgung und gesellschaftliche Integration, heißt es in einer neuen Unicef-Studie zur Lage von Roma-Kindern in Deutschland und im Kosovo, die am Donnerstag vorgestellt wurde.

Demnach gehen drei von vier Kindern, die in den Kosovo abgeschoben wurden, dort nicht mehr zur Schule. Zwei Drittel der Roma-Kinder leben in Armut, jedes dritte Kind hat nicht genug zu essen. "Das Wohl der Kinder steht infrage", sagte Unicef-Vorstandsmitglied Tom Koenigs, der auch Abgeordneter der Grünen im Bundestag ist. Nach der UN-Kinderrechtskonvention aber hätten alle Kinder das Recht auf Schutz. "Deshalb müssen die Abschiebungen gestoppt werden."

Der Hintergrund: Die Bundesregierung hat im April ein Rückübernahmeabkommen mit der kosovarischen Regierung unterzeichnet. Seitdem droht etwa 12.000 Roma, die in den 90er Jahren aus dem Kosovo nach Deutschland geflohen sind, die Abschiebung. Darunter sind über 5.000 Kinder und Jugendliche unter 18 Jahren. Fast zwei Drittel von ihnen sind laut Unicef in Deutschland geboren und aufgewachsen. Die meisten der ausreisepflichtigen Roma leben in den drei Bundesländern Nordrhein-Westfalen, Baden-Württemberg und Niedersachsen. Über 100 Roma wurden bereits abgeschoben.

Ein internationales Forscherteam hat in den ersten Monaten dieses Jahres im Auftrag von Unicef 173 Roma, die aus Deutschland ins Kosovo zurückgekehrt sind, interviewt und Gespräche mit Gemeindevertretern, Ministern, Beamten und Entscheidern auf internationalen Ebene geführt. Durchschnittlich lebten die befragten Familien 14 Jahre lang in Deutschland, sagte Verena Knaus, die die Studie im Kosovo durchgeführt hat. "Zwei von drei Kindern, die wir angetroffen haben, sind in Deutschland geboren und fühlen sich ganz klar als Deutsche", sagte Knaus. Auch mit der deutschen Sprache fühlten sie sich wohler. Die Experten gehen davon aus, dass viele der Abgeschobenen versuchen werden, nach Deutschland zurückzukehren.

Ein großes Problem sei es, dass fast die Hälfte der Kinder keine Geburtsurkunden haben, so Knaus. Manchen fehlten sie, weil die Identität der Eltern in Deutschland nicht vollständig geklärt werden konnte, andere hätten die Papiere aufgrund überstürzter Abschiebungen in Deutschland zurückgelassen. "Für die Behörden im Kosovo existieren diese Kinder nicht", sagte die Wissenschaftlerin. Das hat weitreichende Konsequenzen: Die Kinder haben keinen Zugang zu Schulen sowie zur Gesundheitsversorgung, und sie bekommen auch die ohnehin sehr niedrige Sozialhilfe nicht.

Die Unicef-Studie entstand in Zusammenarbeit mit dem Zentrum für Antisemitismusforschung der TU Berlin. Wolfgang Benz, der Direktor des Zentrums, kritisierte mit Blick auf die hiesige Situation, bei der Abschiebung spielten die Integrationsperspektive und die Verwurzelung der Kinder in Deutschland kaum eine Rolle. Häufig könnten Eltern auf dem Arbeitsmarkt zwar nicht Fuß fassen, gleichzeitig seien die Kinder aber gut integriert. Diese bräuchten ein dauerhaftes Bleiberecht.

Thursday 11th March: A British team of scientists from Aberystwyth University has just published their findings after completing a series of tests in the lead contaminated camps and their vicinity. They reveal high levels of toxicity in both Osterode and Cesmin Lug. Among their recomendations is a call for urgent closure. Other tests showed that the destroyed Roma Mahalla, once home to over 8000, had one of the lowest levels of pollution in the area.

Wed 11th March: A new film, "Lead Mountain Refugees" heavily criticises the French Foreign Minister, Bernard Kouchner for his role in setting up camps for displaced Roma families.

Tuesday 9th March: At the lead contaminated camps of Osterode and Cesmin Lug set up for displced Roma families by UNHCR, camp representatives announced that yet another death had occurred, that of a one year old baby. This brings the total number of deaths to 86.

Meanwhile, in spite of numerous calls from the World Health Organisation, Human Rights Watch, and activists' groups for immediate evacuation and proper medical treatment, only long term resettlement plans with no evidence of medical treatment are being considered for the victims suffering from the world's highest levels of lead and other heavy metal poisoning.

According to UN statistics more than 2 500 persons have been returned from European countries during 2009, mainly from Austria, Germany, Sweden and

Among them are some Roma, who have ended up in the lead-contaminated camps of Cesmin Lug and Osterode in northern Mitrovica, where inhabitants have
already suffered serious illnesses. The Commissioner will visit these two camps that he already in his report of July 2009 recommended to be closed. He also urged that adequate housing be offered to all families affected, together with courses of decontamination treatment.

We want to wish a Merry Christmas and all the best for the year 2010 to all supporters and visitors of "A forgotten promise"! In January we will start to prepare the next exhibition and we will continue with fundraising for the people living in the camps of Osterode and Cesmin Lug in North Mitrovica, Kosovo. Now in winter the living conditions are extremely hard, the huts have no heating and it gets very cold...

In the next weeks we will show all the pictures from our exhibition on this blog and today we will start with the most heart-breaking story I heard during my visit in Cesmin Lug: Lindita´s son Denis suffered from severe lead pollution, he had a disfunction of his kidneys and soon his family members noticed the incrementing symptoms of a schizophrenic depression. One day, he was yet very ill, he went out to play with his friends on the shore of the Ibar river, near Cesmin Lug. Because of his illness he always felt hungry and while they were playing in the muddy gras at the river bank, he saw a fish in the water and drowned after he tried to catch it. His mother does not return to the place by the river, she feels guilty, says that it was her duty as a his mother to take care of him and is convinced that the spirit of her son Denis is haunting the banks of the Ibar...

Sofortiger Abschiebestopp von Minderheitenangehörigen in den Kosovo – Bundestag soll Anhörung zu Lage und Perspektive der Roma in Kosovo durchführen

Die Lage im Kosovo ist für Angehörige der Roma nach wie vor katastrophal und – entgegen den Lageberichten der Bundesregierung – nach wie vor von direkter Bedrohung gekennzeichnet. Es kommt immer wieder zu ethnisch motivierter Gewalt gegen Minderheiten, die von der kosovarischen Polizeibehörden nicht aufgenommen werden, sei es, daß die Opfer begründete Angst vor Repressalien haben, oder weil die kosovarische Polizei bei solchen Straftaten schlicht nicht tätig wird. Die jüngsten Berichte der OSZE, des UNHCR und auch der UNMIK Bericht vom September 2009 bestätigen diese Situation. Es sei daher unverantwortlich, angesichts der ohnehin wieder gespannte Lage zwischen den verschiedenen Nationalitäten und Ethnien im Kosovo jetzt – wie beabsichtigt – mehrere Tausend Menschen abschieben zu wollen, so Romani Rose. In Mitrovica leben Roma seit über zehn Jahren auf von Schwermetallen extrem verseuchtem Gelände mit der Folge schwerer Gesundheitsschäden. Weder die internationale Gemeinschaft noch die Regierung des Kosovo haben Anstrengungen unternommen, die Zustände in den Lagern von Mitrovica zu ändern, die der Menschenrechtskommissar des Europarates als schwerwiegendstes humanitäres Menschenrechtsproblem in Europa bezeichnete. Dieses Beispiel zeigt, dass es im Kosovo keinerlei Entwicklung gibt, die eine Rückkehr für Minderheitenangehörige möglich erschienen ließen. In jüngster Zeit sind vielmehr erneut Roma-Familien gezwungen, in diesen Lagern Unterkunft zu suchen, darunter auch abgeschobene Familien aus Deutschland. Roma können im Kosovo bis heute nicht in ihre Heimatgemeinden zurückkehren, weil ihre Häuser zerstört oder von Albanern besetzt sind.

Die Minderheitenangehörigen aus dem Kosovo leben zum Teil seit über zehn Jahren in Deutschland; ihre Kinder sind hier in Deutschland geboren und aufgewachsen, sie sind hier zur Schule gegangen und sie sprechen in der Regel weder Albanisch noch Serbisch.

Deutschland hat aufgrund des Völkermords an über 500.000 Sinti und Roma in Europa eine besondere Verantwortung gegenüber verfolgten Minderheiten und gegenüber Vertriebenen. Diese besondere Verantwortung hat sich jetzt gegenüber den Roma zu beweisen, die aus ihrer Heimat im Kosovo im Rahmen ethnischer Säuberungen vertrieben wurden, und deren Abschiebung in den Kosovo sie einer unmenschlichen Situation aussetzen würde.

Der Zentralrat Deutscher Sinti und Roma fordert daher den Bundesminister des Innern und die Innenminister und Senatoren der Länder auf, die Regelungen für den Aufenthalt der aus dem Kosovo vertriebenen Menschen schnell zu korrigieren. Hierzu gehört vor allen Dingen die Änderung der Fristen für die Bleiberechtsregelung, um den langfristig geduldeten Menschen endlich eine gesicherte Perspektive in Deutschland zu schaffen.

Darüber hinaus fordert der Zentralrat die Fraktionen des Deutschen Bundestages auf, eine Anhörung zur Sicherheitslage der Roma und anderer Minderheiten im Kosovo durchzuführen. Auch sollen dabei die Erkenntnisse der Bundesregierung über die Eigentumsverhältnisse im Kosovo, die Rückgabe von besetzten Häusern und die Entschädigung für die über 14.000 zerstörten Häuser der Minderheit erörtert werden.

Sehr geehrter Herr Bundespräsident,
sehr geehrter Frau Bundeskanzlerin,
sehr geehrter Herr Bundesinnenminister,
sehr geehrte Herren Innenminister und Innensenatoren
sehr geehrte Damen und Herren Abgeordneten von Bund und Ländern,

wir wenden uns heute in großer Besorgnis um das Schicksal von 30.000 unserer Flüchtlingskinder an Sie, die seit sechs, acht, fünfzehn oder zwanzig Jahren bei uns leben und denen noch immer langfristiger Aufenthalt und Einbürgerung versagt werden.

Oft beklagen Sie alle unser kinderloses Deutschland. Und trotzdem vertrei¬ben Sie immer mehr dieser Flüchtlingskinder mit ihren Eltern gnadenlos aus unserem Land.

Diese Flüchtlingskinder, hier geboren oder aufgewachsen, sprechen Deutsch als Muttersprache, oft mit regionalem Akzent. Unsere deutsche Gesellschaft hat sie längst ethnisch und kulturell zu Deutschen gemacht. Diese Kinder oder ihre Eltern sind zu uns geflohen, meist aus Kriegs-, Genozid- oder Verfolgungssituationen.

Sie sind Roma, Aschkali und Egipćani aus dem Kosovo, Kurden, Bahá’i, Yeziden, christliche Assyrer-Chaldäer-Armäer und Armenier, Aleviten oder Mandäer aus dem Nahen Osten, Tschetschenen aus der Russischen Föde¬ration oder Afghanen, die den Taliban oder zuvor der sowjetischen Armee entkommen sind.

Für ihre Integration haben Lehrer, Sozialarbeiter, Geistliche, christliche Gemeinden, Flüchtlingsräte, Menschenrechtler und viele andere Bürger gekämpft und sich engagiert, haben für ihre Eingliederung unendlich viel materiell und ideell geleistet. Unnachsichtig verschleudern viele deutsche Minister, Senatoren und Abgeordnete dieses eingesetzte Kapital.

Während in unserem Land zu recht ständig von Verbrechen der Vergan¬genheit die Rede ist, vergessen oder verdrängen Sie oft genug, dass wir Deutschen auch in unserer großen Mehrheit entweder selber noch Flücht¬linge, Vertriebene oder Aussiedler sind oder von diesen abstammen.

Wir schämen uns, dass Väter von Müttern, Eltern von Kindern oder Geschwister getrennt werden, dass man selbst Schwerstkranke, Schwan¬gere, Alte und traumatisierte Kriegsopfer ins Nichts „deportiert“.

Während Bund und Länder 2.500 christliche Irak-Flüchtlinge in Deutschland aufnehmen, die zuvor in Syrien Schutz gesucht hatten, verjagen Innenmi¬nister und -senatoren langjährig bei uns lebende christliche, yezidische und kurdische Flüchtlingsfamilien aus Syrien zurück in ihr totalitär regiertes Her¬kunftsland . Nach der Vernichtung von 500.000 Sinti und Roma im Dritten Reich - unsere Menschenrechtsorganisation hatte seinerzeit Bundespräsident Karl Carstens und Bundeskanzler Helmut Schmidt zu einer Entschuldigung und die Bundesregierungen zu Wiedergutmachungsregelungen bewegt – weigern sich Bund und Länder, den nur 10.000 Roma-Kindern aus dem Kosovo endlich eine Heimat zu geben. Sowohl Serben als auch Albaner haben diese Roma-Familien vertrieben. Deutsche Innenminister haben diesen Flüchtlingen lange genug die Arbeitsaufnahme erschwert, die Weiterbildung der Jugendlichen verhindert, die Freizügigkeit auf den jeweiligen Landkreis beschränkt.

Wir appellieren an Sie, bitte sorgen Sie dafür, dass diese Flüchtlingskinder und ihre Ange-hörigen endlich in ihrer Heimat - Deutschland – bleiben dürfen und wie die Russlanddeutschen und jüdischen Aussiedler schnell eingebürgert werden. Bitte machen Sie ihren Einfluss geltend!

After the signing of the bilateral agreement of resettlement between Berlin and the Kosovo government in Pristina, Germany prepared the deportation of more than 10.000 Roma refugees; they were seeking asylum in Germany since the war in 1999 and now UNHCR is advicing against involuntary return to Kosovo. Roma and Ashkali in Kosovo are living under the menace of pauperization and ethnic violence. Also Amnesty International urges the german government to stop this wave of deportation of Roma refugees and prognosticates that the situation in Kosovo will not change in the next years...

Prior to the 1999 conflict, Roma Mahala in the southern part of Mitrovica town was inhabited by 7000 - 8000 Roma Ashkali Egyptians (RAE) residing in approximately 750 houses. The former inhabitants of Roma Mahala are all now living in displacement; about 611 persons in northern Kosovo, some in Serbia Proper and Montenegro, and some in Western Europe.

Until March 2006, the IDPs in northern Kosovo lived in four camps situated in North Mitrovica, Zvecan and Leposavic municipalities and have been constantly calling for return to their place of origin since 2000. 80% of the Roma residing in the camps in North Mitrovica belong in Roma Mahala.

In 2004 World Health Organization had found high lead levels on the soil and air in the camps of Cesmin Lug, Kablare and Zitkovac. Institue for Public Health had taken the blood samples from the humans in these camps and found the biggest lead levels even found in humans blood’s history.

The camps of Osterode and Cesmin Lug are heavily contaminated with lead due to years of operations by the TREPCA mining company. Analysis of soil samples taken by the World Health Organization (WHO) confirm that the levels of lead are so high as to constitute serious health hazards to the Roma population, particularly children below 6 years of age and pregnant women.

Two Roma communities, approx. 169 families, 611 individuals are targeted for emergency evacuation: Osterode (112 families, 418 individuals), Cesmin Lug (57 families, 193 individuals). There are a total of 206 children aged 0-12.

The World Health Organization’s Regional Office for Europe has identified excessive levels of environmental lead contamination, together with high human lead intoxication in camps of Osterode and Cesmin Lug.

Since 2000, WHO has called for interventions to address this public health emergency through: alleviation of the environmental exposure; provision of a “lead-safe” environment; provision of “lead-safe” occupations; improvement of public health (addressing poor living conditions and poverty), and provision of adequate case management and treatment for the affected population.

Since 2005 a comprehensive package of interventions has been delivered to the Roma, Ashkali and Egyptian (RAE) residents of temporary camps for internally displaced persons (IDPs).

The environmental hazard is still a risk to human health to the whole population of RAE IDP Camps. Today, after 10 years of displacement, the RAE still remain in these camps until the permanent solution is found by the International Community. Most of them are registered under the social welfare, their only income and work is to collect the metal, plastic, paper to sell.

Our supporter, the "Society for threatened people" is an intenational human rights organisation and has its main focus on ethnic or religious minorities and/or nationalities. The United Nations recognised their labour and accredited them with the status of a formal consultant organisation.
Also, the "Society for threatened people" is represented in the European Council.

The history of the "Society for threatened people" goes back to 1968 when Tilman Zülch and Klaus Guercke founded the "Aktion Biafra Hilfe" to fight against famine and genocide in Biafra, Nigeria. Since 1970 the organisation is called "Gesellschaft für bedrohte Völker" and maintains sections in Germany, Austria, Switzerland, Italy, Bosnia-Herzegovina and Chile.

“My youngest child was very sick... always vomiting... took her to have a blood test... more lead than the machine could register... didn't want my kid to die like Jenita... her death destroyed her mother's soul... nobody offered to help... nobody offered to take my kid to Belgrade to get treated... when I saw my kid almost dying I got the bus from Mitrovica straight to Belgrade... doctors saw my kid was dying... took her, but wouldn't let me stay with her... I was seven months pregnant... ended up living in a city park, on the streets... when I had to give birth didn't have one dinar to go to hospital... gave birth in the park... several Serbian women gathered round me... one was a midwife... helped me a lot... when my new baby was only three days old, decided I couldn't stay anymore in the park ... didn't have any money to pay for a bus ticket back to the camp... also didn't have much milk to feed my new baby... I wasn't eating enough... only once a day... sent all my kids out to beg, to make money to buy bus tickets back to Mitrovica... was dangerous... every one of my kids was beaten up by the Serbian police... didn't want any Roma begging in Belgrade... stopped spending money on food... didn't eat anything, not even me who had to feed a three-day-old baby... knew then I had made a big mistake bringing all my children with me... finally got enough money to buy the bus tickets... filled up some bottles with water... made our way back to Zvechen... came back to our poor little shack in the camp, but that was better than living on the street... that time I spent in Belgrade was very hard... very bad for every member of my family... every day we were eating just bread from the garbage cans... every night we were hungry and tired from walking around the city all day looking for garbage cans... I'll never forget this, never in my life... never found out if the doctors in Belgrade cured my kid... they'd only let me see her just 10 minutes a day... I'd like to go there again... my new kid, born in the Belgrade park, is now sick from the lead... I'm four months pregnant... I don't want the baby I'm carrying to get it too... I'm the most worried mother in camp... no one cares about us... what should I do?”

The action should include both speedy investigations leading to identification and prosecution of the perpetrators and measures to prevent any future attacks.

The attacks were initially reported in the Kosovo Roma media in mid-August, 2009. Human Rights Watch and Amnesty International, in cooperation with Roma nongovernmental organizations, have worked since then to document the incidents and the responses made by the authorities.

"These incidents underscore how vulnerable the Roma in Kosovo remain," said Wanda Troszczynska-van Genderen, Western Balkans researcher at Human Rights Watch. "The only way to stop these attacks is for both Kosovo and international police and prosecutors to make it clear that they will bring the perpetrators to justice.""

Against the background of fears of renewed violence in the context of the pending declaration of Kosovo’s independence, their aim was to highlight the concerns of the Roma and to prevent eventual abuse. 26th August 2009: WHO Head in Serbia and the Head of the WHO Anti-lead team call for immediate evacuation and destruction of the camps during meetings with the Kosovo Minister of Health, the Kosovo government, UNMIK, KAAD, the camp administrators, Mercy Corps, Institute of Health in both N and S Mitrovica. As at least 11 Roma families relocate to S Mahalla, most vacant dwellings are immediately occupied by returning Roma families from Serbia, without any action being taken by the Kosovo government or the camp administrators to prevent this from happening.

Kampf gegen das langsame Sterben

Thanks to the team of the regional newspaper "Miesbacher Merkur" who published an article about our project "a forgotten promise":

Eigentlich wollte Florian Bachmeier nur ein Fotoprojekt realisieren. Als er Anfang Juli in den Kosovo aufbrach, um Eindrücke von den Grenzregionen Europas einzufangen, begegnete dem 35-jährigen Fotografen aus Schliersee unsagbares Elend. Zurück aus dem Kosovo, will er jetzt Flüchtlingen in Mitrovica helfen. Jahr für Jahr sterben etliche von ihnen an Bleivergiftung, weil das Lager auf dem verseuchten Gelände des ehemaligen Metallkombinats Trepca steht.
In der 100 000-Einwohner-Stadt hat Bachmeier die Menschen des Flüchtlingslagers porträtiert und ließ sich deren Geschichten erzählen.
Die Menschen in Mitrovica leben buchstäblich zwischen den Fronten, am Rande des Flusses Ibar, der die Stadt zerschneidet. Den Südteil nehmen die albanischstämmigen Einwohner für sich in Anspruch, den Nordteil die serbische Minderheit. Dort befindet sich auch das Lager Ostaroda, in welchem die Roma, die während des Krieges von den Albanern vertrieben worden sind, hausen.
Es fehlt an Sanitäreinrichtungen, das kontaminierte Wasser fließt aus einem einzigen Wasserhahn, schildert Bachmeier. Kinder kommen mit Hinrschäden zur Welt, Erwachsene kämpfen mit geistigen und psychischen Leiden.
Die Schicksale der Roma haben Bachmeier nicht losgelassen. Jetzt will er zusammen mit der Hilfsorganisation „Little People of Kosovo“ (Die kleinen Leute vom Kosovo), ein Spendenprojekt auf die Beine stellen, um die größte Not der Lagerbewohner lindern. Das Geld ist für Lebensmittel, sauberes Wasser, abgefüllt in Flaschen, und medizinische Hilfe bestimmt. Langfristiges Ziel des Projekts ist es, die Behörden dazu zu bewegen, das Lager aufzulösen.

Medical Evacuation

The consequences for the health of children and their families require urgent medical evacuation from the dangerously toxic camps Osterode and Cesmin Lug / Çesmin Llug.
In the beginning of August, fourteen internally displaced RAE families are evacuated from the poisoned camps from the northern part of Mitrovica and they are returned to their new apartments and houses in Mahalla in the southern part of Mitrovica. The medical evacuation was financed by international donors.
Unfortunately, the evacuee children and their families carried contaminated things from toxic camps to new houses because of donors did not provide new furniture, bedding, footwear and clothing in the required amount.

Health problems for the rest of their lives

Tragically, children from the lead-contaminated Roma camps in northern Mitrovica are most vulnerable to the toxic effects of lead and they became disabled for rest of their lives. Also, high levels of lead pollution can cause death.
Lead poisoning affects children and toxic substances can negatively affect their physical and mental development.

Protection rights of Roma children with disabilities

Life in highly toxic temporary camps points to the fact that Roma children with disabilities are multiple discriminated on base of their origin, race, social status and disabilities and they stay isolated in poverty and without any adequate medical care.

“We ask for urgent financial and medical assistance for our people in most toxic camps. We ask for a chance for our children to live.
In the camps children are born with a high percentage of lead and other heavy metals in their blood, which causes permanent physical and mental disabilities and our children need immediate medical treatment", says Elizabeta Bajrami, leader of NGO Roma Women for Roma Women.

Toxic waste kills

The authors point out that it is not only another case of displaced persons after a war. The new authorities placed them in a dangerous, toxic environment. Most of the people living in the camps are affected by the effects of the contamination of the area, most vulnerable are children, absorbing the lead, which is distributed to the vital organs. Osterode and Cesmin Lug is one of Europe´s greatest health emergencies for children, evacuation is the only solution to this problem and should have absolute priority.

Paul Polansky, born in Mason City, Iowa in 1942 as a son of german and czech parents is an american author and activist working for the rights of the Roma. He left the USA as a protest against the Vietnam War and settled in Europe. He published more than 25 books, produced a documentary film about the camps of Osterode and Cesmin Lug, is head of the Kosovo Roma Refugee Foundation (KRRF) and head of mission for the Society for Threatened Peoples (Gesellschaft für Bedrohte Völker) in Kosovo and Serbia. In 2004 he received the human rights award of the city of Weimar. When we started our correspondence, he sent me the following letter:

Hi Florian,

I'd be happy to do anything that would draw attention to the tragic plight of the Roma in the former UN camps in north Mitrovica, now administered by the Kosovo govt thru KAAD.

Jacky Buzoli the only Rom on the KAAD staff has been fired for letting people know the truth about the camps...about his Romani people dying of lead poisoning.

My NGOs (KMEG and GFBV) keep calling for evacuation from the toxic camps and medical treatment but the UN and now the Kosovo govt refuse to evacuate the people. Roma who volunteered to return in 2006 to their original neighborhood in south Mitrovica if they were finally treated for lead poisoning have not been treated. One three day old baby born with a deformed brain and damaged kidneys from lead poisoning recently died in the south mahala, mainly because his mother was never treated for lead poisoning. We have hundreds of children suffering organ damage in the camps but KAAD/the Kosovo govt refuse to evacuate them from the souce of poisoning.

In 2005 Elizabeth Morphew visited all the families in the camps telling them they didnt have lead poisoning but were sick from the NATO bombing. Hana Klimesova refuses to talk to me for fear of losing her job.

You're seeking donations for what? To bury the Roma dying in the camps of lead poisoning? So far 82 have died. No UN official, no KAAD staff have ever attended one funeral.

Have you read my book UN-Leaded Blood? You can find it on my web page. It was written in 2005. Nothing has changed since its publication except the number of deaths have gone from 27 to 82.

The Kosovo govt now has a five year plan to resettle the Roma from the camps. In five years we wont have any Roma, at least no children, left.

KAAD activities in Osterode and Cesmin Lug

The KAAD (Kosovo Agency for Advocacy and Development) was our contact in Mitrovica when we visited the camp for the first time. Mr. Dzafer Buzoli is working in the Camp Administration in Osterode and coordinates the organisation´s activities and programs. Since January 2009, the KAAD is active in the camp with a project of Camp Management, including infrastructure maintenance and medical support. In the near future social activities are to be covered also by the KAAD within the Camp of Osterode.
The Women and Youth Center are venues where women and youth can meet, socially interact, get trained. In this moment, this is the only forum providing internally displaced Roma women an opportunity to interact with trained coordinators on various issues without prejudice The activities include a domestic violence prevention program, vocational trainings, HIV information programs and some social activities. The KAAD Camp Management employs six project staff members, nine security guards, one medical adviser, three Camp leaders and 14 members working in the cleaning and maintaining staff.

Danger zone Mitrovica – be aware of lead

In the region of Mitrovica, high levels of lead in the environment build a significant risk for mental and physical health, especially for children under six years. UN Volunteers Hana Klimesova, a psychologist, and Elizabeth Morfaw, Health Risk Assessment Coordinator, are working for WHO (World Health Organization) on a survey about the impact of lead exposure on children’s health.
“We focus on children between 24 and 36 months old because they were born after the closing down of Trepca smelter, the major source of lead pollution in Mitrovica. If the danger is over, as people like to think, these kids would not show any significant blood lead levels”, they explain. “We need a proof that the risk of lead exposure is still there. The research will also build a scientific basis for further actions and projects regarding the environmental pollution from heavy metals in this region”.

Trepca Mine Limited in Mitrovica was built in 1927. The smelter close to Zvecan commenced work in 1939. Because of the smelter and three huge tailing dams of the factory, environmental pollution in Mitrovica increased dramatically. In 2000 the smelter was closed down in order to reduce health risks caused by the pollution. But lead doesn’t decompose over the years. It stays in the soil, water, dust and food. The tailing dams up to now guarantee a regular supply of ‘fresh’ dust and soil contaminated with lead, which is brought by the wind to Mitrovica, Zvecan and the surrounding areas.

The human body absorbs lead through mouth, nose and skin. Mothers who are exposed to lead can intoxicate their unborn child through the placenta or their born child through breast-feeding. “Ninety nine per cent of the lead absorbed by an adult will leave the body through urine and feces, but only 32 per cent of the lead a child absorbs can be excreted” explains Hana. “Furthermore they often put their hands in their mouths and playing on the ground, being in much closer contact with contaminated soil and dust”, adds Elizabeth.

The results can be dramatic: brain or nerve damage, impaired speech, hearing problems, decreased mental ability, decreased learning abilities, reduced growth, high blood pressure, hyperactivity, antisocial behavior and more.

The survey the two UNVs are conducting is divided into three parts: medical, environmental, psychological. First they reconstruct the environmental exposure history of the child, which is followed by the collection of environmental samples and laboratory analysis. “We compare the GPS coordinates of the home addresses with our 2002-2003 maps, which show the quantity of lead in milligrams per kilogram of soil in Mitrovica and its surrounding areas”, says Elizabeth giving an example. According to European standards the percentage of lead in residential soils shouldn’t exceed 450 mg/kg of soil. One zone of the region shows 450 mg/kg or less. Another one contains between 450 and 2000 milligrams of lead, and the third one – where North Mitrovica and Zvecan are – shows more than 2000.

Hiljmnijeta Apuk´s objective is the promotion of minority rights, as she is confronted every day with the situation of the Roma community relocated in the camp of Ostaroda and in Cesmin Lug in North Mitrovica. Hiljmnijeta was born in 1956 in Mitrovica.
She graduated as an economist and lawyer at the University of Pristina. Her first NGO Little People of Yugoslavia was founded in the 1990ies as the first association of this kind on the Balcan peninsula, but the office was destroyed during the war in 1999. Before she re-founded the NGO Little People of Kosovo in 2002 she had already been working more than 25 years as a human rights defender, for example as a member of the presidency of the NGOs Muscular Dystrophic Associations of Yugoslavia and Association of Muscular Dystrophy in Kosovo. Now she combines this task with her activity as main editor and founder of the non-profit monthly magazine Newspaper to the Rights of Persons with Disabilities of Kosovo as a free attachment in daily newspapers in Kosovo and as online-publication in six languages. She is working hard to to improve the quality of life of the people who are living in these camps and suffering the severe effects of lead pollution. First of all the aim is simply to make life a little bit more bearable, and, as an objective for the next years, provide access to decent housing, jobs and community services, education and health care

"After 10 years, it's about time we had some momentum to solve this problem," said Troszczynska-van Genderen. "It is vital that the US and EU work with the authorities in Kosovo, including in Serb-controlled municipalities, to solve the crisis."

Human Rights Watch recommends that the Kosovo authorities and international donors act to organize a long-term solution including:

The urgent medical evacuation of current camp residents to acceptable temporary housing;
The permanent closure of the remaining camps;
Urgent treatment for lead contamination for all current and former residents;
A long-term housing solution based on the wishes of the residents; and
Access to welfare, medical treatment, education, and employment.

Mitrovica lead crisis

May 2008 – A survey, which was produced by the Institute of Public Health in Kosovska Mitrovica at the request of the representatives of the IDP camps in Northern Mitrovica confirmed previous allegations, according to which the lead level in the blood of Romani children living in these camps has remained at an alarmingly high level. Out of the 104 children tested, aged between 1 and 16 years, 18 have shown lead levels exceeding the critical ceiling of 45 μg/dL, beyond which doctors recommend chelation therapy. However, if it is confirmed that the indications, “Hi” and “Hi Mnogo” contained in the survey, actually refer to blood levels exceeding 65 μg/dL, which cannot be measured with standard equipment, the number of children with a critically high level of lead contamination in their blood goes up to 38, or 36.5 percent of the surveyed group (…)

A forgotten promise

During my stay in Mitrovica, Kosovo, I visited in various ocasions the Roma refugee camp of Ostaroda in the northern part of the city. The conditions people are living there are infra-human and every family is affected by all kinds of the nocive effects of lead pollution, the remainings of heavy metal-mining by the ex-yugoslavian steel company Trepca. After the war between the Kosovo Liberation Army and Serbia, the Roma got between the sides. Once one of the biggest communities on the balcan peninsula, the refugees remaining in the camp are waiting for settling in new houses in the southern part of the town. Roma Mahalla, how the project is called, sounds like a forgotten promise to the suffering families living in terrible conditions...

Together with Mrs. Hilmnijeta Apuk, director of the NGO Little People of Kosovo, the support of the NGO Mitrovica Community Building and Mr. Dzafer Buzoli, Camp Officer, representing the KAAD (Kosovo Agency for Advocacy and Development), we decided to found a new initiative for fund raising. Our first step is to collect a little amount of money for the first and fundamental needs of the people in Ostaroda and to organize an exposition of portrait pictures in November 2009 in the Freie Kunstschule München for further fund raising. All the money goes directly to Little People of Kosovo and to the Camp Management, they coordinate all the necessary actions in Mitrovica, responding to the needs and most urgent problems...
